What is Illinois Weatherization Assistance Program?

The Illinois Home Weatherization Assistance Program (IHWAP) is designed to help low income residents save fuel and money, while increasing the comfort of their homes. Its mission is to insulate the dwellings of low-income persons, particularly the elderly, persons with disabilities, families with children, high residential energy users, and households with a high energy burden, in order to conserve needed energy and to aid those persons least able to afford higher utility costs.

To be eligible for this benefit program, you must be a resident of Illinois. Preference may be given to:

  • People over 60 years of age
  • Families with one or more members with a disability
  • Families with children (in most states)

In order to qualify, you must have an annual household income (before taxes) that is below the following amounts:

*For households with more than eight people, add $10,760 per additional person. Always check with the appropriate managing agency to ensure the most accurate guidelines.

Under DOE guidelines, you are automatically eligible to receive weatherization assistance if you receive Supplemental Security Income (SSI) or Temporary Assistance to Needy Families (TANF).
